As a skilled worker outside Canada, you might qualify to be selected as a permanent resident in Canada based on your education, work experience, language knowledge (English and/or French), and other factors that have been determined to help foreign nationals become economically established in Canada.
If you have post-secondary education and at least one year of professional work experience you may be eligible to apply for Canada immigration under this category
Work Permit
Canadian employers hire foreign workers every year to help address skilled labour shortages. Most jobs require that the prospective employee apply for a Labour Market Impact Assessment (LMIA)
from Human Resources and Skills Development Canada (HRSDC).
Depending on some criteria, some temporary workers are exempt from work permit requirements while others require a work permit without an LMIA. The application procedure differs for the different categories.
Provincial Nominee Program
Most provinces in Canada have an agreement with the Government of Canada that allows them to nominate immigrants who wish to settle in their respective provinces. A provincial nominee applicant must first apply to the province where he/she wishes to settle and obtain the provincial approval (called Provincial Nominee Certificate). Each participating province has put in place different immigration route schemes to accommodate foreign nationals under this category.
In all cases, the final decision to issue the permanent residence visa rests with Citizenship and Immigration Canada (CIC) after an applicant has met all the required conditions.
